The California Qualified Medical Examiner (QME) designation is one of the most demanding medical-legal credentials in the United States. To be certified, a physician must: pass a rigorous state-administered written examination; demonstrate active clinical licensure; complete 44 hours of required classroom training and instruction; be individually vetted and approved by the CA Division of Workers' Compensation Medical Unit; and maintain continuing medical education and periodic reappointment.
As a certified QME, Dr. Migdale was authorized by the State of California to conduct independent medical-legal evaluations of injured workers — producing binding written reports used as legal evidence before the Workers' Compensation Appeals Board (WCAB). Her role as QME required her to render expert medical opinions on: causation of injury; work-relatedness; nature and extent of disability; appropriate and necessary medical treatment; and workers' compensation entitlement. She served as a neutral, state-certified expert trusted by labor, management, and the Board alike.
Dr. Migdale was reappointed by the State of California multiple times — with documented appointments through December 15, 2012, December 15, 2014, and a further reappointment through 2016. Each renewal required meeting all CME requirements and re-approval by the DWC Medical Unit. She relinquished her QME certification upon entering medical school, at which point an active clinical practice was no longer maintained.
